If you are raising a child with a disability in Japan, you already know how isolating it can feel. The support is there, but finding it, understanding it, and dealing with it all in a different language can feel overwhelming. I hope that this starter guide can make it a little easier.

Intervention and Therapy

For most families, this is where it begins, with a feeling that something is different. This section covers the whole early path: getting a diagnosis, finding the free consultation centers that can guide you, getting your child approved for services, the therapy and developmental options on offer, and the communication apps that work for nonspeaking children in Japan.

Disability Handbooks and Recipient Certificates

Most support in Japan is unlocked by two kinds of paperwork. This section explains the three disability handbooks (techou / 手帳) that officially recognize your child’s disability, and the recipient certificates (jukyuusha shou / 受給者証) that authorize specific services, from therapy and respite to medical cost reductions. It covers which ones your child might need and how they fit together.

School Years and Education

Japan’s special education system is more structured and better resourced than many parents expect. This section walks through the options at each stage, from preschool and kindergarten support to special needs schools and classes, after-school day services, and how to get a support worker for your child in a regular classroom.

Japan offers real financial support to families, and a surprising amount of it goes unclaimed. This section covers the income side, including disability pensions, allowances, and the mutual aid system, the money you save through tax breaks and subsidies, and the many travel and transport discounts available to families.

Adult Transition and Future Care

The years around adulthood are the most complicated, and they hold the questions that weigh on parents the most. This section covers what changes when your child turns 18, the employment and group home options that open up, and the long-term planning every parent eventually faces: guardianship, trusts, inheritance, and planning for life after you are gone (oya naki ato / 親なきあと).

Healthcare

Using the medical system as a foreign family brings its own hurdles, starting with finding someone you can talk to. This section covers finding English-speaking doctors and therapists, preparing for emergencies, and getting medication for your child in Japan.

You Are Not Starting from Zero

If you have read this far, you already know more about disability support in Japan than most families pick up in their first years here. Every article on this site exists because a parent needed it and couldn’t find it in English.

You don’t have to do it all at once. Find the section that matches where you are right now, and start there. And when you have questions, your local ward office disability welfare section (shougai fukushi ka / 障害福祉課) and your consultation support agency (soudan shien jigyousho / 相談支援事業所) are free and exist to help you find your way through. You are not alone in this.
